No. East Germany =/= Prussia.
East Prussia was German controlled land on the other side of Poland, connected back to Germany after the Nazis invaded Poland and divided it with the USSR. After WWII, this land goes to Poland. Of course, the USSR claimed most of Eastern Europe so this land would have gone to them anyway. After the USSR broke up, the land formerly known as East Prussia is still part of Poland.
East Germany would more likely be Russia chopping off a part of Germany, like his arm or something.
Tl;DR Prussia is dead. Deal with it.
